Minnesota Riverbank Stabilization Project
The council approved plans and authorized bidding for riverbank stabilization, flood protection for the sanitary sewer, stormwater improvements, and re-establishment of the historic Sweeney's Marina.
Lower Minnesota River Watershed District Reimbursement Agreement
The watershed district is paying the city about $282,280 for projects that clean stormwater and stabilize the Minnesota River bank, including work at Huber Park. The district's vice president appeared in person to thank the city for the partnership.
Electromagnetic Radiation and Smart Meter Concerns
Two residents asked the city to create an independent health advisory panel on electromagnetic radiation and criticized FCC rules they say rely on 30-year-old safety data. They specifically objected to a $75 monthly fee to keep an analog utility meter as a disability accommodation.
Tree preservation ordinance penalty challenged
The developer asked for relief from the city's tree ordinance fee — about $200,000 for removing trees that can't be replaced on site — arguing it acts like an improper impact fee and citing a lawsuit against Edina over a similar penalty. Commissioners said only the City Council can grant that relief and voted to recommend approval with the fee intact.
Water quality monitoring on Lake Dean and O'Dowd Lake
The city joined the Met Council's volunteer lake monitoring program, which samples local lakes biweekly for phosphorus, nitrogen and chlorophyll through October.
Proposed State Ban on Stormwater Reuse
The Minnesota Plumbing Board has proposed banning stormwater and rainwater reuse for irrigation through the plumbing code. Councilor DuLaney warned this could kill a cost-effective conservation practice used by cities statewide, and Councilor Whiting strongly opposed restrictions on residents' rain barrels. Staff will bring information back before a June 23 comment deadline.
