7 issues in development
Canterbury Southeast entertainment district and Gravel Pit redevelopment design
About 130 acres of long-vacant gravel pit land will be redeveloped into a mix of housing, commercial space, parks and trails over roughly nine years. The EDA will reimburse the developer for public infrastructure costs using tax increment financing — up to $44.6 million — but only from the tax revenue the project itself generates.
3rd Ave West Apartments plat
A 12.9-acre site near County Road 69 would be split into two lots to allow apartment development, with conditions on sidewalks, trees, and park dedication fees.
Data center workshop
Residents urged the council to consider a moratorium on data centers, citing water contamination, noise, and electric grid costs near a conservation area. Staff said existing centers use closed-loop cooling and the site is properly zoned industrial; Council Member DuLaney proposed a public workshop.
Southbridge Crossings East commercial development
A 14.26-acre retail development across from Sam's Club and Walmart would bring a car wash, three small retail buildings, and a garden center with greenhouse to Southbridge. The plan fixes the private drive alignment connecting Hansen Avenue and Crossings Boulevard and reconfigures regional stormwater ponds. It heads to the City Council next.
Affordable Housing at 1211 4th Avenue East
The city's $150,000 in state affordable housing aid, plus $450,000 from the Scott County CDA, will buy property at 1211 4th Avenue East for a townhome project by developer Trellis. An earlier apartment plan drew neighborhood pushback, so residents haven't yet been notified of the new townhome concept.
Townhome redevelopment of former Scott County CDA office site
The extra land from the Kubes purchase lets the CDA and Trellis swap a big apartment building — which neighbors said was out of scale — for townhomes. It keeps the project moving on affordable and workforce housing while fitting the neighborhood better.
PUD Amendment at 1300 Crossings Blvd
A 14.26-acre Shakopee Crossings property is slated for a retail garden center with greenhouse, a car wash, and three 5,000-square-foot multi-tenant retail buildings. The hearing was continued so staff and the applicant can resolve review comments from various departments before revised plans come back July 9.
