9 issues in roads
Public Works staffing increase
The county is adding 7.5 positions to Public Works, funded by sales tax revenue rather than property taxes.
Road conditions, crash rates and safety
About 17% of county roads are in poor condition; the goal is 12% by 2030. Ramsey County historically had the second-highest county road crash rate in Minnesota, and investments like the Rice Street rebuild — which had the county's highest crash rate — aim to bring it down.
METRO Bronze Line Bus Rapid Transit Engineering Phase
The county signed a grant agreement with Met Council to fund engineering for the Bronze Line BRT project, an early but real step toward the transit line.
Pedestrian and bike lane policy workshop
Chair Ortega announced he'll request a separate workshop on how pedestrian and bike lanes are decided across county projects, citing conflicts with motorized bikes and safety issues.
Eastbound Kellogg RiverCenter Bridge Reconstruction
The county is putting up to $11 million toward Saint Paul's federal grant application to replace a 90-year-old, weight-restricted bridge that connects downtown to the RiverCentre, arena and Science Museum. The rebuild would add a protected 12-foot bike/pedestrian path down the viaduct to the river trails. Commissioners stressed they expect reciprocal city support on the county's River's Edge project.
Bronze Line community engagement and grade separation concerns
Vice Chair Xiong reported on a meeting with the Real Life Co-op on the East Side, where residents raised concerns about a bridge over Johnson Parkway and Phalen Boulevard and asked for more at-grade options. Staff said the project is only around 1% engineering, so there is plenty of time for public input.
Otter Lake Road / White Bear Parkway jurisdictional transfer
The county and White Bear Lake traded road responsibilities after two years of talks. The city gets local control of a stretch of Otter Lake Road; the county takes over White Bear Parkway and may add it to the county highway aid system.
METRO J Line Bus Rapid Transit on West 7th Street
The county endorsed the J Line BRT project, but with strings attached: it wants MnDOT, Metro Transit, Saint Paul, and the county jointly committing to safety and infrastructure upgrades along West 7th Street.
B Line corridor updates and possible Earl Street stop
Vice Chair Xiong reported the Dayton's Bluff Community Council approved a resolution to explore an additional B Line stop on Earl Street, which staff will vet for viability. She also shared East Metro Strong's continued support for bus rapid transit projects and the Hour Car program for last-mile trips.
