50 issues with high priority
Street and Alley Reconstruction Projects
Nearly $10 million was awarded to rebuild neighborhood streets in the Prospect Knolls A, C & D and Parklawn Court area. Residents there will see construction — and smoother roads — in the coming season.
Dental Office Site Plan at 7300 Metro Boulevard
A new dental office is proposed for Metro Boulevard, requiring site plan approval and variances. The project would add a commercial service to the corridor.
Art Center Colocation at Southdale Library
The new Edina Art Center at the Southdale Library is moving up — the first floor is poured and the second floor is next. Programs like Art Together will also move to Fire Station Two.
Local sales tax spending authority increase
The council voted unanimously to send a local sales tax question to Edina voters in the November 2026 general election. If voters approve, the city's sales tax applicability would expand — a decision that will directly affect what residents pay at the register.
Possible updates to Edina tobacco regulations
The Community Health Commission will study whether Edina should follow Bloomington and Richfield in phasing out tobacco licenses. A study and report first — no ordinance proposed yet.
E-Bike Regulation
A resident urged the council to pass the pending e-bike ordinance, saying Edina's high-speed roads leave sidewalks as the only safe option for families riding cargo bikes — which the current law makes illegal.
Alternative Response Team and public safety updates
A scheduled presentation updating the community on safety efforts in Edina. It gives residents a picture of current police, fire, and emergency readiness.
Potential sale of 5146 Eden Avenue
The city was set to amend its contract with Arcadia Ave Partners for buying and redeveloping the Eden Avenue property, a deal that shapes what gets built there.
2027 Special Revenue and Enterprise Fund Budgets
Most of Edina's money outside the general fund sits in special revenue and enterprise funds, and several — liquor, Edinborough, the aquatic center — are spending more than they bring in, mostly on capital projects. Council members want a clearer, fund-by-fund picture of what these operations truly cost taxpayers before setting the 2027 levy in December.
Federal SAFER Grant for Fire Staffing
Call volume is up about 3.7% a year and now tops 7,400 calls annually, straining a department that staffs 24/7 ambulance and fire response. The city is hiring six more paramedic-firefighters in 2026 and may pursue the federal SAFER grant to help.
Maintenance District and Utility Assessments
Five public hearings covered annual special assessments: 50th & France and Grandview maintenance districts, aquatic services, tree removal, weed mowing, and delinquent utility certifications.
Sale and redevelopment of 5146 Eden Avenue
A sketch plan was scheduled for review for the former Public Works site at 5146 Eden Avenue. Sketch plans are early development concepts, so this stage shapes whether and how the site could be redeveloped. No outcome is available for this meeting.
City Manager Selection
The council was set to finalize the hiring of Laurie Hokkanen as city manager, the top city staffer who runs day-to-day operations. The contract terms — including a roughly $248,817 starting salary and severance provisions — shape what residents pay for leadership and how stable city administration will be.
Water Infrastructure: Well 9 Emergency Repair
An emergency repair to Well 9 was on the consent agenda, addressing the city's water supply infrastructure.
Early payoff of 2016A and 2017C bonds
Two resolutions would redeem outstanding general obligation bonds from 2016 and 2017, including capital improvement plan refunding bonds. This affects the city's long-term debt and future debt service costs.
Fire Station 3 land from MnDOT
The new Highway 100/Vernon bridge project left behind unused state land right next to City Hall — and Edina wants it for a fire station. MnDOT says it won't deal until the project wraps, and the city is hoping legislation won't even be needed.
France Avenue sidewalk gap closure
After nearly 20 years of exploring ways to expand the Edina Promenade, staff were scheduled to update the HRA on a pedestrian crossing of France Avenue connecting the South Cornelia and Parklawn neighborhoods with Centennial Lakes. Options range from moving ahead with design and phased construction to dropping the idea.
Bond Sales Totaling $21.5 Million
The city sold $8.44 million in street/utility bonds and $11.95 million in taxable sales-tax-backed park bonds at rates below pre-sale estimates, keeping its AAA ratings.
Fire Ladder Truck Emergency Repair
The Fire Tower 90 ladder truck needed an emergency repair, on the consent agenda. Keeping the truck in service affects fire response capability.
R-1 Single-Family Zoning Standards Overhaul
Edina's single-family zoning rules, adopted in 1970, make even simple projects hard to approve and push homeowners into costly variance processes. The proposed fix creates lot-size subareas across the R-1 district (which covers 61% of parcels and 92% of residential land) and recalibrates setbacks to match real neighborhood conditions. Testing found only 1.4% of sampled lots would become eligible for a lot split.
Park permit requirements for large gatherings
Edina wants to require advance permits for groups of 25 or more using rentable park spaces, after unplanned large gatherings caused safety, maintenance and cleanup problems. New rules would also cover amplified sound at Arneson Acres and commercial events in parks. It's still in discussion — changes would come back for votes at regular meetings.
Zoning and Subdivision Ordinance Update — Residential Districts and Uses
Edina is rewriting its zoning code, and this session focused on the residential pieces — what can be built in neighborhoods and how the rules are organized. A clearer code could mean faster approvals and lower application costs for homeowners, and the changes are being weighed against equity, health, and climate goals.
Braemar Ice Arena Expansion Concept Plan
The council was scheduled to set the guaranteed maximum price for the Braemar Ice Arena renovation and expansion — a major parks and recreation investment. The cost figure locks in the project budget.
Park and Public Property Restrictions Ordinance
Ordinance 2026-12 would amend Chapter 24 of the city code to add new restrictions on parks and other publicly owned properties. This could change how residents use and are regulated in Edina's parks.
7001 France Avenue redevelopment financing
Two sketch plan reviews along France Avenue give an early look at potential redevelopment, including the former Macy's furniture store site. Sketch reviews don't approve anything, but they shape what eventually gets built on high-visibility corridors.
Wooddale Avenue Bike Lane Project
An advisory communication supports bike lanes on Wooddale, which would mean removing on-street parking. Staff will bring a recommendation back in May after gathering community feedback.
City Manager Succession
Scott Neal retires January 8, 2027. Council is reviewing the RFP for his replacement and asking residents to weigh in on desired qualities by March 31.
PACS Fund Investments in Sidewalks and Bike Facilities
The council removed sidewalks from the Prospect Knolls reconstruction after a neighbor petition — mostly over who has to shovel and pay for repairs. Commissioners worry the same pattern will keep repeating and plan surveys and one-on-one council outreach to change minds.
Multifamily affordable housing policy
The HRA planned to discuss a policy for new multifamily affordable housing, but the item was pushed to the March 5 meeting because the France Avenue discussion ran long. It will shape requirements for future apartment projects in Edina.
Affordable housing progress and Opportunity Zone 2.0 eligibility
The board was scheduled to receive an affordable housing progress report and learn whether Edina qualifies for Opportunity Zone 2.0, a federal tax-incentive designation that could shape future investment. Both updates bear on how the city advances housing and development goals.
Liquor store sales recovery after construction
Grandview and Southdale liquor stores took big sales hits from construction and closures, though sales are recovering. The city expects a 2025 net profit and is trying new strategies like delivery service and a loyalty program.
Municipal Campus: Fire Station 3 & City Hall/Police Projects
Fire Station 3 construction is now pushed to about 2030 because the land next to City Hall isn't available yet — frustrating for Morningside residents waiting on faster response times. The city is rethinking the whole site as one 'municipal campus' project.
Braemar Arena roof replacement funding
The roughly $2.5 million west entrance and extra north-rink features aren't in the core budget, so staff want to explore naming rights — sponsors on individual rinks, entrances and amenities but not the West Rink or the arena name itself. Commissioners enthusiastically encouraged pursuing it, which also ties into long-term funding for arena upkeep.
Salvation Army Rezone at 4200 76th Street West
The council was scheduled to hold a public hearing on rezoning the Salvation Army property at 4200 76th Street West, with a zoning ordinance amendment, preliminary rezoning and site plan. What gets approved here shapes that corridor's future.
Future of Human Rights & Engagement Structure
Edina hasn't had a human rights commission since its task force sunset in November 2025. Staff laid out three options — reinstate a commission, expand this commission's scope to equity and relations, or elevate the MAC's visibility — and commissioners leaned toward the latter two, favoring an equity lens across all commissions.
Primary Election Voting Period Change
The council was asked to consider a recommendation limiting in-person primary election voting to the 18-day early voting period. That changes when residents can vote in person in primaries.
EV fast-charging station proposed at former Kee's auto shop
A proposed EV charging station at 6016 Vernon Ave needed a comprehensive plan amendment, site plan approval and variances. It would add charging infrastructure in the city.
Affordable home preservation line of credit program
The HRA's $3 million revolving fund buys and renovates homes, then sells them to income-eligible buyers through a community land trust with a 99-year ground lease. The amendment under consideration would update how the program runs with Twin Cities Habitat for Humanity and Homes Within Reach.
Traffic Safety Action Plan (Vision Zero)
Edina adopted a data-driven plan to reach zero traffic deaths and serious injuries by 2050, with a priority network of high-crash streets and safety countermeasures built into future road projects.
Public art at Fred Richards Park
Edina's biggest park project — a $17.1 million transformation of the former golf course into wetlands, trails, playgrounds, and courts — breaks ground this spring and should open in late 2027. A private donor gave $25,000 for public art, and commissioners tossed around ideas from murals to photo-friendly metal installations.
Deferred Maintenance Backlog at City Facilities
The city's buildings need about $54 million in repairs after planned projects — Braemar Arena alone is $25.4 million. Staff estimate $10 million a year for ten years just to stabilize things, and the current construction levy doesn't come close.
Rosland Park Pedestrian Bridge Bids Over Budget
Tree removal has started under DNR guidance, and the city is waiting on final MnDOT approval before bidding — a formality, staff say, though it caused delays. Decorative cladding will be bid as an alternate in case it doesn't fit the budget.
France Avenue Tunnel Project Transparency
A resident urged the council to hold a formal public hearing open to all Edina residents before any more money is spent on the proposed France Avenue tunnel project, saying the process needs more transparency and broader community input.
2050 Comprehensive Plan Update
Every metro city must update its comprehensive plan and submit it to the Metropolitan Council by December 31, 2028. Edina plans to hire a consultant (RFP out this summer) and has $350,000 budgeted across 2027–2028. This plan will shape land use, housing, transportation, parks, and climate policy for the next couple of decades.
Senior Housing at 7600 Parklawn
A developer wants to tear down an office building and put up two senior apartment buildings with 250-300 total units. That's way more density and height than the current zoning allows, so the big question is whether to grant variances or push the project into PUD zoning — which could unlock affordable housing and sustainability requirements.
Fire Station 2 outlot development
The city paid $15.3 million for 4401 76th Street West, with the fire station as phase one and leftover southern land as phase two. The proposed Urban3 study would weigh five development scenarios — sale price and tax revenue — to decide what to build there.
Crosswalk Safety on Interlachen Boulevard at Coopers Avenue
A resident, joined by her grandson who was struck by a car while crossing, urged the city to install a crosswalk at Coopers Avenue on Interlachen Boulevard.
Crosswalk at Concord Avenue and West 60th Street
The Traffic Safety Committee recommends a crosswalk here to protect kids walking to Concord Elementary. A commissioner who walks the corner daily reports weekly close calls and questions why it isn't a four-way stop. The proposed connecting sidewalk is more than five years out under current funding.
Safe and Equitable Mobility Action Plan (CMAP)
The Transportation Commission, frustrated that council votes keep stripping sidewalks from street projects, asked for an ordinance requiring master-plan facilities. The council stopped short of that but directed staff to build community engagement on ped/bike facilities into the 2028 Comprehensive Plan.
Aging utility infrastructure and funding gap
Much of Edina's water, sewer, and stormwater system was built between 1950 and 1970 and much of it reaches end-of-life within 25 years. Revenue has declined since the pandemic while construction costs rise, and staff aren't yet forecasting the replacement funding gap.
