5 issues with critical priority
2027 City Budget Update
The council approved a 2027 contract with police union LELS 363, 7-2. Dissenting councilors argued a 5% raise for higher-paid officers is hard to justify while the city faces multi-million dollar budget shortfalls and underfunded parks, libraries, and road repairs.
2027 Property Tax Levies
All four proposed 2027 levies (general, parks, HRA, transit) were tabled to September 28, so the final tax impact on homeowners is not set. The DTA is requesting a growth-only increase while the HRA's 9% levy increase would actually lower the per-household impact slightly.
city council legal obligations on Lester Golf development
The council adopted the land use study and amendments keeping the upper 207 acres as city-owned park and open space, with development focused on the lower 63 acres. Speakers pressed for permanent protection and rebuilding public trust after December's conveyance to DITA.
Leicester Park Initiative ballot question
The council voted 7-2 to declare the two Lester Park petitions preempted by state law, keeping the parkland questions off the November ballot. Petitioners vow the fight continues in court, with an August 11 ballot deadline.
Federal immigration enforcement and ICE cooperation
Residents demanded the city cut ties with ICE, HSI and LexisNexus after the killing of Renee Good in Minneapolis; the chief said DPD does not do immigration enforcement and only reads data from LexisNexus. The council approved the contract amendment 7-2.
