Water Treatment Plant #3 lighting improvements
A contract with Killmer Electric Company would fund lighting improvements at Water Treatment Plant #3 under Capital Improvement Project U2604.
BCA criminal justice data agreement
A joint powers agreement with the Bureau of Criminal Apprehension would keep Blaine police connected to state criminal justice data networks and court data services.
2027 Police Grants
The council accepted a DWI/traffic safety officer grant and an enforcement grant for 2027, with matching budget amendments.
Resident complaint over utility box code enforcement
A resident returned to allege the city knowingly permitted a utility box exceeding height limits and called for disciplinary action against the engineering director.
Communications Fund 2027 budget
Cable TV fees fund local programming, youth education, and city meeting coverage through the regional cable commission. Blaine's share stays at about $54,000 for 2027.
Oakwood Ponds 2nd Addition Outlot B
A developer wants Outlot B back under a 2020 development agreement so it can be platted for a single-family home. Staff reviewed the agreement language; no decision was made at the workshop.
Internal service funds health
The city's self-insurance, workers' comp, and facility maintenance funds are in much better shape heading into 2027 after two years of hard budget choices. PTSD claims and sick-and-safe leave costs were part of the discussion.
Town Square area parking cleanup
Many no-parking signs near city hall were never authorized by resolution, so the council is legitimizing existing signs and adding five more along Town Square Drive, 108th Avenue, and Memorial Park Drive to deter event overflow parking.
105th Avenue/Radisson commercial rezoning
The strip with Pizza Pub Prime, The Park Protein House, Scooter's Coffee, and a cigar lounge would move from the redevelopment district to Planned Business District zoning, giving tenants more signage flexibility.
Conditional use permit standards overhaul
Staff is cleaning up the city's CUP criteria, removing subjective standards and adding clearer health, safety, and compatibility tests. The council gave general support at an August workshop.
Wetland protection and open space at 105th Avenue NE
Only about half an acre of an 11.11-acre mostly-wetland parcel would be developed for one home; about ten acres of wetland stay undeveloped. A neighbor asked how the wetlands and wildlife would be preserved.
Accessory chicken coops on farm-residential lot
A Lexington Avenue homeowner wants 256 more square feet of accessory space for three chicken coops. A nearby HOA board member spoke against it, complaining about chicken noise and 'farm zoning' amid villas.
Senior Programs at the Mary Ann Young Center
The MAYC is running guided senior fishing trips, music, line dancing, cooking, art, and new tech-help classes teaching seniors smartphones, cloud photos, and cybersecurity.
Proposed Mill Ponds–Lexington Waters Trail Connection
A resident proposed a trail linking the Mill Ponds and Lexington Waters neighborhoods between 130th and 132nd Courts NE. The board discussed wetland impacts and boardwalk costs, and asked staff to study feasibility and report back.
Veterans Memorial Park renaming
Park Drive NE is now Memorial Park Drive NE, honoring the volunteers — led by Steve Guider — who keep Veterans Memorial Park immaculate.
E-bikes and e-motos on city trails
The new council ordinance targets modified e-motos being ridden recklessly off-trail — not traditional e-bikes, which are still legal on city trails. Enforcement remains tricky, and Pioneer Park bans motorized vehicles entirely.
Northtown Easement Vacations
Two unneeded drainage and utility easements near Northtown Mall were vacated at Taylor Properties' request, clearing red tape for redevelopment on the site.
