Civic Issues
Topics getting the most attention in Blaine public meetings, ranked by how frequently they are discussed.
11 issues in taxes budget
Labor Negotiations Status
Three-year deal with 3% annual raises, new assignment pay, and higher uniform allowances — ratified unanimously.
2027 Charitable Gambling Fund Awards
Blaine Youth Hockey asked the city to let each organization run five gambling sites instead of four; Spring Lake Park Youth Hockey supporters say it squeezes smaller nonprofits. The council adopted the increase but limited it to the trade area and removed the outside-organization waiver.
Communications Fund 2027 budget
Cable TV fees fund local programming, youth education, and city meeting coverage through the regional cable commission. Blaine's share stays at about $54,000 for 2027.
West Parking Facility bond terms
Because interest rates moved, the council bumped the max rate on the 105th redevelopment parking facility bonds from 6.25% to 6.5% so it can sell both series together in November at the best pricing.
Zest Street and Lakes Parkway assessments
The city finalized who pays for the $1.9M street extension: three benefiting parcels will be assessed $735K at 50% of street cost, but payments are deferred until the land develops.
Gateway Fiber litigation
The city is in active litigation with Gateway Fiber and met behind closed doors to get legal advice. Details are privileged, so the public won't learn the substance unless it surfaces in court or a settlement.
2027 Property Tax Levy
The EDA levy goes up for 2027, adding about $25 a year on a median-value home, mainly to make the first bond payment on the $15 million parking ramp. Critics on the board say residents were promised the 105th development wouldn't raise their taxes; staff say the city is legally committed to the debt and this is the best available mechanism for the 2028 payment.
2027 Capital Equipment Plan
The five-year equipment replacement plan for police, streets, parks and more was trimmed under council direction to grow just 1% per year, and 2027 may be the last year bonds are needed. Councilmembers want to look at cutting the planned $600,000 equipment levy bump for 2027 — which would push increases to later years.
Internal service funds health
The city's self-insurance, workers' comp, and facility maintenance funds are in much better shape heading into 2027 after two years of hard budget choices. PTSD claims and sick-and-safe leave costs were part of the discussion.
Remaining use of Local Affordable Housing Aid funds
About $600,000 remains after these three items. Commissioners asked whether some should go to charities like food shelves and shelters, and the council will revisit that alongside charitable gambling funding in September.
Gambling Location Cap Increase
Blaine Youth Hockey asked the city to let gambling organizations run up to five sites instead of four. The council heard first reading and must decide whether to keep or drop the local-presence waiver before the June 1 vote.
