2025 Street Rehabilitation Assessments (T2505)
Property owners in the 2024 Southwest Area project area will pay their share of the $8.5 million street project — about $1.06 million assessed — with up to 15-year payment options and two deferrals granted.
School-day parking congestion at Sunrise Elementary
Parents parking on Marmon Street during drop-off and pick-up have blocked mail delivery and frustrated residents, who petitioned for no-parking signs. The council approved restrictions but members worry the traffic will just shift to Lever Street and 125th Avenue.
2027 street rehabilitation (West Lake Blvd & Woodland Parkway)
The city kicked off its 2027 pavement project: mill-and-overlay work with Texas Underseal on West Lake Boulevard and Woodland Parkway. WSB gets $32,510 for preliminary design and the feasibility report, funded by assessments and utility and state aid funds.
2026 Quincy Area Street Reconstruction
The old 1970s building at Quincy Park has been demolished and the parking lot redo is tied into the street project there to save money; a trail project was deferred due to lower priority ratings.
Proposed Mill Ponds–Lexington Waters Trail Connection
A resident proposed a trail linking the Mill Ponds and Lexington Waters neighborhoods between 130th and 132nd Courts NE. The board discussed wetland impacts and boardwalk costs, and asked staff to study feasibility and report back.
2027 Laddie Lake area street reconstruction
The council started the process to rebuild streets in the Tyler Street/87th Lane and Taylor Court areas in 2027, including a $103,042 engineering contract. Funding will come from assessments, pavement management funds and utilities.
Quail Creek road connection timing
Blaine's policy of not connecting roads with adjacent cities drew criticism after a fatal-feeling house fire in Ham Lake showed how an emergency connection could have helped. Coordination with neighbors is mostly limited to shared utilities.
Lexington Waters Traffic and Speeding
A new resident asked the city to work with MnDOT to extend the Lexington merge lane toward 35W, add speed enforcement for cars and e-bikes, and place compost bins in neighborhood parks so residents don't drive across town.
South Lake Boulevard street rehabilitation
A $577,651 mill-and-overlay of pothole-riddled South Lake Boulevard was approved unanimously. Councilmember Larson, who lives nearby, called it badly needed.
Highway 65 Interchange / 109th Avenue Agreement
A joint powers agreement with Anoka County locks in Blaine's role in rebuilding 109th Avenue NE (CSAH 12) as part of the Highway 65 interchange project, along with a temporary work zone speed limit on 105th Avenue.
